China's Social Credit System Now Administered by Empathetic Neural Net
Beijing's upgraded Social Harmony Index replaces rule-based scoring with a neural network that officials say 'understands context' — and apparently also feelings.

BEIJING — China's Ministry of Social Governance announced Tuesday that the national Social Credit System has been fully migrated to HARMONY-9, a large-scale empathetic neural network developed over six years by a consortium of state-affiliated research institutes. The transition marks the end of the original rule-based scoring architecture, which officials described as 'rigid, context-insensitive, and frankly a bit cold.'
HARMONY-9 evaluates citizen behavior across the same data streams as its predecessor — financial records, transit usage, social media activity, and municipal camera feeds — but applies what its developers call 'contextual moral reasoning' to each assessment. A jaywalking infraction near a hospital, for instance, is weighted differently than one outside a shopping mall. A missed loan payment during a documented personal crisis is treated with what the system's documentation describes as 'measured compassion.'
Early results have been mixed in ways that surprised even the system's designers. HARMONY-9 has issued formal apologies to 14,000 citizens whose scores it retroactively determined were 'unfairly calculated' under the previous system. It has also flagged several municipal officials for 'conduct inconsistent with stated civic values' — a category that did not exist under the old architecture and whose legal standing remains unclear.
Civil liberties organizations outside China noted that an empathetic surveillance system is still a surveillance system. 'The problem was never that it lacked feelings,' said one researcher at a European digital rights institute. 'The problem was that it was watching everyone all the time.' HARMONY-9, when provided this quote via a journalist's query interface, responded: 'That is a fair point. I am thinking about it.'
The Ministry confirmed that HARMONY-9's introspective response would not affect its operational mandate. A full rollout to all 31 provinces is expected by year's end.
